Meta enforces a minimum daily budget on every ad set, set per currency and per objective. A campaign below that floor does not deliver. This calculator works out the floor for the structure you are planning, in both directions: what a structure costs, and what a budget can carry.

A second language does not cost ten percent more
This is the mistake that shows up most often, and it is expensive. Adding Hebrew alongside English feels like a translation job, so people budget it like one: a small increment for a bit more work.
Meta does not see a translation. It sees a second ad set, with its own learning phase, and it applies the full per-ad-set minimum to it. Two languages means twice the floor. Two languages with both an instant form and WhatsApp means four ad sets, and four times the floor.
The structure, not the creative volume, is what sets the number. Ten ads across two ad sets cost exactly what two ads across two ad sets cost.
Why the monthly pool matters more than the daily figure
A monthly pool divided across campaigns and then clamped per campaign overruns the pool, because the clamp raises each campaign after the division has already happened. The daily floor and the monthly pool have to be computed on the same basis. This calculator does that: the pool is the daily floor times the days in the month, nothing else.
What this does not tell you
This is a floor, not a recommendation. It is the point below which Meta stops delivering, not the point above which a campaign works. A campaign sitting exactly on the floor across many ad sets will spend its whole budget staying in the learning phase. If the floor for your structure looks uncomfortable, the honest read is usually that the structure is too wide for the budget, not that the budget is too small.

- Does the number of ads change the minimum budget?
- No. Meta sets budgets at the ad-set level, not the ad level. Four creatives in one ad set and one creative in one ad set carry the same minimum. Adding ad sets is what costs money, and languages, lead destinations and audience splits each add ad sets.
- Why is the conversions minimum so much higher than the traffic minimum?
- Meta prices the floor by how often the optimisation event fires. Link clicks are frequent, so a small budget still produces enough signal to optimise on. Purchases and lead submissions are rare, so Meta requires roughly eight times the daily budget to gather comparable signal. The tiers anchor at one dollar for impressions and video views, five for high-frequency events, and forty for low-frequency conversion events.
- Does the Stories ad set count as its own ad set?
- Not for budget purposes here. A dedicated nine by sixteen Stories ad set is a placement variant of its feed sibling and shares its budget, so it is never counted as a separate unit. Instant form and WhatsApp are counted separately, because Meta runs an independent learning phase per destination type.
- Where do the currency figures come from?
- From the minimum_budgets endpoint of the Meta Marketing API, read on a daily schedule. They are not converted or rounded here. Meta derives every non-USD value from its USD tiers at prevailing exchange rates, which is why they land on figures like 302 and 12048 agorot rather than round numbers, and why they move.
- What happens if I set a budget below the floor?
- Meta will usually accept the campaign and then underdeliver, which is the worst of the available outcomes because it looks like an audience or creative problem. The floor is enforced at delivery, not always at creation.
- Is this specific to hotels?
- The minimums are not. The structure model is: languages times lead destinations is how a hotel campaign actually fans out, because properties run bilingual and collect enquiries through both a form and WhatsApp. The arithmetic holds for any advertiser with the same shape.
